Android phones can come with the bootloader unlocked, although many vendors do lock them, particularly in the US.

You don't need a non-rooted phone to pass captcha checks, I have a rooted phone and can pass the captchas that ask you to scan a qr code. But I doubt phones without google services would manage.

You can use CF and lose, say, 10% of your audience (number pulled from thin air). Or you can not use CF, be taken down by scraping bots or a dos attack or whatever and lose 100% of your audience.
