I actually don't believe that's legal, as credit cards are always issued under Terms and Conditions, which are a legal contract and thus inaccessible to under 13 in most jurisdictions. I observe that any rando is free to give the credit card that is issued in their name to their 5 year old to go into the store and buy anything a 5 year old is legally able to purchase, but the financial responsibility falls to the person to whom the card is issued
