Version control is vegetables. You often have to cajole kids to eat their vegetables. AI is being sold as if it's dessert. You don't usually have to cajole kids to eat their dessert, and it's weird to make that part of a performance review. If it really made people more efficient it would spread like wildfire as people sold all of their friends on it. Instead people try it, encounter some small wins and some annoying losses, judge that it's basically "meh", and we get legions of non-technical managers who for some reason feel they need to mandate its use.
