No, what they've done is create a low and unclear bar for what constitutes criminal speech, which allows the police and judges to apply the law selectively. So yeah maybe
technically
it's illegal but you won't get arrested for saying "eat the rich".

Isn't every law applied selectively? Murder is one of the most serious and uncontroversial laws, yet ICE officers murder black people with impunity.
